This is an action under the Federal Mine Safety and Health Act of 1977, 30 U.S.C. § 801

et seq.,

(the Act), in which plaintiffs, who are authorized representatives of miners under the Act, allege that the Secretary of Labor has failed to carry out certain of his obligations under the statute.
