I have held in the case of Robert and Patricia Baldwin, Case No. 81-204, that § 522 is inconsistent with the provisions of Chapter 13. Section 103 does state that Chapters 1, 3 and 5 are applicable in bankruptcy proceedings filed under Chapters 7, 11 and 13.
