These cases, consolidated for the purposes of this opinion, call upon this Court to consider for the first time the constitutionality of the avoidance provisions of § 522(f) of the Bankruptcy Code

with respect to avoidance under § 522(f)(2) of security interests created prior to the effective date of the Bankruptcy Reform Act of 1978, Pub.
