In this appeal arising from the interpretation of a collective bargaining agreement, we are asked to determine the applicability of the Fairbanks Personnel Ordinance1 as between the City of Fairbanks and the Fairbanks Firefighters Union and whether the city was in breach of the bargaining agreement with the union for refusing to negotiate.
