This case deals with the rate setting procedures of the insurance commissioner’s office relative to worker’s compensation insurance premiums.

*283The issues before the court on appeal and cross-appeal are: (1) whether Liberty Mutual may seek relief from the superior court without exhausting its administrative remedies; (2) whether under the law as it existed in 1979 the
