This is an appeal under the Civil Service Reform Act of 1978, 5 U.S.C. § 7703 (Supp. III 1979), from a decision of the Merit Systems Protection Board ("Board”) upholding a reduction-in-force ("RIF”) at a Veterans Administration Hospital. The RIF resulted in the downgrading of the petitioners, who were employed there in the Food Service Department.
