INTRODUCTION

Bechtel Corporation, Bechtel Incorporated, and certain of their subsidiaries (“Bechtel”) appeal the entry of a consent judgment. The decree was entered in an antitrust action based on Bechtel’s alleged participation in the Arab boycott of Israel.
