The narrow first-impression question to be answered is whether the decision of a three-judge panel of the Workers’ Compensation Court which vacates the trial judge’s award or order and directs him to rehear the case is to be treated as reviewable under the provisions of 85 O.S.Supp. 1977 § 3.
