MEMORANDUM OPINION AND ORDER

HATFIELD, District Judge.

The present action was commenced on April 15, 1982 for the purpose of condemning an easement across defendants’ land for access in conjunction with the construction of an electrical transmission line by the Bonneville Power Administration (hereinafter “B.P.A.”).
