Appellee, Allied Merchants Bank, applied to the State Banking Board for permission to change its domicile from one location to another within the City of Port Arthur, Texas. The Board approved the change over the opposition of appellants, Sabine Bank of Port Arthur, Texas, and First State Bank of Groves, Texas.
