This action is before the court for a ruling on plaintiffs’ motion for a preliminary injunction, by which plaintiffs seek to restrain enforcement of a newly-enacted provision of the election laws of North Carolina relating to qualification of a new political party for a position on the ballot in the 1982 general election.
