As the Court understands the facts of this case, the critical events took place during the late evening hours of July 9, 1979, when defendant Ray Riniker, a Wichita police officer who had just begun his shift, was dispatched to investigate a silent entry alarm at the offices of Wichita’s Local Housing Authority.
