Richard H. Prescott, Jr., Acy L. Long, Harold D. Sheffield, Jesse E. Threlkeld and William F. Mann, all former officials of the City of Saraland, Alabama, were convicted by a jury of conspiring to use their offices to extract payoffs and kickbacks in violation of the Hobbs Act, 18 U.S.C. § 1951 (1976).
