On September 5,1975, Rapid Truck Leasing, Inc., a regulated motor carrier, petitioned the Illinois Commerce Commission to purchase all the outstanding stock of Goodwine Trucking Co., also a regulated motor carrier, pursuant to the provisions of section 18 — 309 of the Illinois Vehicle Code (Ill. Rev. Stat. 1975, ch. 95M, par. 18 — 309).
