This case is before the court on a labor arbitration award appeal. Here, the petitioner is the County of Lawrence which is a public employer pursuant to the terms designated in Section 301(1) of the Public Employe Relations Act, Act of July 23, 1970, P.L. 563, No. 195, as amended, 43 P.S. §1101.301, referred to as “Act 195” hereafter.
