This case involves a parent’s refusal to permit individuals associated with the Coventry, Rhode Island school system to conduct an assessment of her child pursuant to regulations promulgated to insure the appropriateness of a handicapped child’s education. The plaintiff is the natural mother and legal guardian of Michael Carroll.
