Bruce A. McKowen appeals from a final decision of the Merit Systems Protection Board (“the Board”) sustaining his termination as a voucher examiner at Defense Contract Administration Services (“the Agency”). The Board’s action reversed an initial decision by a presiding official canceling the termination.
