I. STATEMENT OF THE CASE

Plaintiff Calistro M. Izuka filed a complaint with this Court on June 29, 1981, charging that the defendant, then Governor Carlos S. Camacho, wrongfully attempted to remove the plaintiff from his position as Director of the Economic Development Loan Fund on June 4, 1981.
