MEMORANDUM OPINION AND ORDER

ASPEN, District Judge:

Plaintiff James C. Buckner (“Buckner”) has petitioned to quash the service of summons issued by the Internal Revenue Service (“IRS”) to Barnard and Burk Plant Services Inc. (“Barnard and Burk”).
