GARRARD, Judge.
(On September 27, 1981 Sharon Tobias' (Tobias) husband was killed during a robbery while a customer at a gas station. Tobias filed a claim with the Industrial Board's Violent Crime Compensation Division (Board) for benefits pursuant to the Violent Crime Victims Compensation Act (Act), IC 16-7-8.6-1 et seq.
