This is a civil action in which plaintiffs seek declaratory and injunctive relief for defendants’ allegedly unlawful administration of the Wisconsin Low Income Energy Assistance Program (LIEAP), established pursuant to the Low-Income Home Energy Assistance Act of 1981, 42 U.S.C. §§ 8621-8629.
