This civil rights action (42 U.S.C. § 1983) for injunctive and declaratory relief was initiated by several
pro se
prisoners in the Spokane County Jail, proceeding
in forma pauperis.
Defendants are Spokane County, the county commissioners and captain of the jail, sued in their official capacities.
