PER CURIAM:

Elio R. Garza brought this suit in federal district court, pursuant to 42 U.S.C. § 405(g) and 1383(c), to obtain judicial review of a final decision of the Secretary of Health and Human Services (the Secretary) denying him disability benefits and supplemental security income under 42 U.S.C. §§ 416(i), 423, 1381a (Titles II and XVI of the Social Security Act).
