Theodis Millbrook applied for disability insurance benefits in July of 1982, claiming that he was disabled due to heart trouble commencing April 20, 1976.

Millbrook’s application was denied administratively and he requested a

de novo

hearing before an administrative law judge (AU). On January 13, 1983, a full hearing was held, at which Millbrook and his attorney appeared.
