These appeals involve the validity of two ordinances alleged to have been enacted by the Board of Aldermen of the City of St. Louis. The trial court by summary judgment in separate cases, upheld the validity of the ordinance in Number 49152 and held invalid the ordinance in 49264. The ordinances are unrelated and were enacted at different times.
