I also dissent from the holding in General Electric v. Nucor for the reason that I do not believe KRS 413.135 violates Section 59 of the Kentucky Constitution.

Architects, builders, etc., comprise a large enough class with particular problems to take it out of the “special legislation” category.

WINTERSHEIMER, J., joins in this dissent.
