KOZINSKI, Chief Judge.

This is a bid protest case brought pursuant to 28 U.S.C. § 1491(a)(3). In earlier proceedings in this case, the court ruled that it had jurisdiction over plaintiffs claim that defendant had improperly cancelled a bid solicitation after bids were opened. National Forge Co. v. United States, 7 Cl.Ct. 530, 531 (1985) (National Forge I).
