concurring.

I concur in the majority opinion and only add that the criterion for the issuance of the bonds, i.e. that they “[n]ot result in an unfair competitive disadvantage for existing business,” does not require the result to not be a “competitive disadvantage” for existing business. The requirement is an “unfair competitive disadvantage.” (Emphasis added.
