On June 3, 1987, plaintiff Headwaters, Inc. (Headwaters) filed a motion for a temporary restraining order and preliminary injunction to prevent logging of the Humpy Mountain timber sale site in the Medford District of the Bureau of Land Management (BLM). The timber sale had been awarded to Boise Cascade Corp. (Boise Cascade).
