When the legislature repealed Minn.Stat. § 65B.49, subd. 6(e) (1978) (a statute which mandated that an applicant for automobile insurance be offered underinsured motorist coverage), did the repeal extinguish all claims of insureds against insurance agents or companies who negligently had failed to offer underinsured motorist coverage?
