In these consolidated appeals, we are asked to review the determination of the district court that 18 U.S.C. § 1010 proscribes,

inter alia,

the making of fraudulent statements for the purpose of obtaining rent subsidies administered by the Department of Housing and Urban Development (HUD or Department).
