In July 1984, Betty Archie, Special Administrator of the Estate of Rena M. DeLacy (“DeLacy”), and five other individuals

filed this complaint seeking $1,000,000 in compensatory and $1,000,000 in punitive damages from the City of Racine, Wisconsin, Ronald Chiapete, its Fire Chief, and George Giese, a Racine Fire Department dispatcher.
