Plaintiff has brought action against the United States pursuant to the Federal Torts Claims Act (FTCA), 28 U.S.C.A. § 1346(b) (West 1976). Plaintiff alleges that damages resulted from negligence on the part of the United States Army in connection with the medical treatment her *594brother, Earnest T. Miller, received while on active duty from 1943 to 1945.
