ORDER

BUA, District Judge.

Plaintiff instituted this action to compel payment of a loan guarantee agreement. Jurisdiction is provided under 28 U.S.C. § 1332(a) as this action is between a citizen of a foreign state and a citizen of a state and the matter in controversy exceeds the sum of $10,000. Venue is proper in this district pursuant to 28 U.S.C.
