STARR, Circuit Judge:

This case is before us a second time. The Railway Labor Executives’ Association, a voluntary association which represents organized rail employees in the United States and Canada, once again raises issues pertaining to the impact of two federal statutes on Canadian employees of U.S. railroads operating in Canada.
