Virgil Hall appeals from a district court order

affirming the Secretary of Health and Human Services’ (the Secretary) denial of his applications for social security disability benefits. We affirm.

I. Background

Hall is a forty-nine year old man who has a junior high school education and who has been diagnosed as mildly retarded.
