FARRELL, Associate Judge:

The “Prohibition of Electric and Gas Utility Service Termination to Master-Metered Apartment Building Act of 1980” (the Act), D.C.Code § 43-543 (1986), permits the court to appoint a receiver of the rents or payments for use and occupancy of an apartment building when the landlord has failed to pay the utility bills.
