This case arises out of a payment dispute between a subcontractor and a prime contractor on the District of Columbia’s project to renovate residential housing in the Bates Street area.

Appellee Harry Campbell, a partner in Cammore Enterprises (“Cammore”), the subcontractor, sued Cumbari Associates, Inc.
