RULING ON MOTION FOR SUMMARY JUDGMENT

On March 6, 1989, this court denied the plaintiffs’ motion for summary judgment on the issue of whether the defendant had violated the Fair Debt Collection Practices Act, 15 U.S.C. §§ 1601

et seq.

(“FDCPA”). The court held that the plaintiffs had not established that the defendant was a “debt collector” under the FDCPA.
