Bob Strickland, t/a Bob Strickland’s Auto Service (Strickland) appeals from two orders1 of the Court of Common Pleas of Chester County which sustained the actions of the Department of Transportation, Bureau of Motor Vehicles (DOT) suspending two Certificates of Appointment, (1) as an official inspection station and (2) as an official emission inspection station.
