This action arises out of a contract between Youngstown Steel Equipment Sales, Inc. (“YSES” or plaintiff) and the United States Department of Commerce, Economic Development Administration (“EDA” or Government), in which YSES agreed to assist in the liquidation of certain steel equipment which had been peacefully seized by EDA.
