Morski and Associates, Inc. (Morski), entered into a contract with R&R Resources, Inc. (R&R), whereby Morski was to prepare a permit application to the Illinois Department of Mines and Minerals so that a permit would be issued to R&R, which is in the business of mine reclamation.
