GILLEY, Judge:

Following our decision of 17 November 1989 in this case, in which we set aside portions of the findings of guilty due to duplicity, the government petitioned for reconsideration by the court sitting as a whole. However, we have vacated our previous decision and, upon reconsideration, issue this decision.
