This is a proceeding brought pursuant to the provisions of Virginia Code § 15.1-497. Joseph R. Owens, alleging that he is aggrieved by a decision of the Board of Zoning Appeals of the City of Roanoke dated April 11, 1989, filed a petition for writ of certiorari to that Board. By order entered May 12, 1989, this Court allowed the writ.
