Plaintiff David F. Mosteller, a United States prisoner proceeding pro se and in forma pauperis, brought this complaint under Bivens v. Six Unknown Agents of the Federal Bureau of Narcotics, 403 U.S. 388, 91 S.Ct. 1999, 29 L.Ed.2d 619 (1971). By Order entered September 21, 1990, the action was transferred to this Court from the Alexandria Division.
