Victor Gunderson appeals the district *408court’s1 summary judgment dismissing his claim under 42 U.S.C. § 1983 (1982).2 We affirm.

FACTS

Gunderson operates a resort in northeastern Minnesota. Kenneth Schlueter is a conservation officer employed by the Minnesota Department of Natural Resources (DNR) who works in an area that includes the resort.
