A coalition of Northwest utility companies and industrial purchasers of electricity challenges the Bonneville Power Administration’s adoption of a schedule of rates for energy sold to customers outside the Northwest region. The Northwest parties claim that the design of the schedule is inconsistent with Bonneville’s statutory obligation to attempt to recover costs.
