OPINION
PARKER, Judge.
Michael Allison and Kathy Otten sued Sherburne Country Mobile Home Park (Sherburne) in conciliation court, claiming that Sherburne’s $7.50 monthly service charge for electricity violated Minn.Stat. § 327C.04 (1990). The conciliation court ordered judgment for Allison and Otten. Sherburne filed for removal to district court.
