These two petitions for review arise from an order of the Environmental Hearing Board (EHB) dated April 17, 1990, as amended on April 27, 1990. At issue before EHB, and before this Court, is a compliance order issued by the Department of Environmental Resources (DER) relating to abatement of discharges entering a stream from a surface mining site.
