Plaintiff East Side Fire Protection District appeals from the judgment of the circuit court of St. Clair County dismissing count II of its “Second Amended Complaint/Petition” in which it requested that the annexation by defendant City of Belleville of certain land previously within the district be declared “unlawful and improper.
